While direct startup grants and mentorship provide crucial early-stage stability, long-term enterprise growth requires sustainable market access. In Kenya, the government allocates a mandatory 30% of all public procurement opportunities exclusively to businesses owned by youth, women, and persons with disabilities through the Access to Government Procurement Opportunities (AGPO) framework.

Linking AGPO Training with Revolving State Funds

Winning a government tender is only half the battle; financing contract execution is the other. NYOTA’s digital curriculum goes beyond tender application by connecting beneficiaries directly to affirmative action revolving funds to solve working capital constraints.

Through this integrated pathway, a youth-owned enterprise that wins a supply contract can leverage specialized state funds—such as the Uwezo Fund, Youth Enterprise Development Fund (YEDF), and the Financial Inclusion Fund (Hustler Fund)—for Local Purchase Order (LPO) financing rather than relying on high-interest commercial bank loans.
